Culture development at Ministry of Foreign Affairs (MFA)is a challenge. The Ministery is dedicated to protecting and promoting the interests of the Netherlands and its citizens globally through diplomacy, consular services, trade promotion, development cooperation, and the advancement of human rights and international law. Which means taking every step you make, can have big consequences.

Faced with the need to outsource operational and administrative tasks, the MFA aimed for a smooth transition by ensuring the organization and its employees remained stable, engaged, and motivated.

Company Culture SWOT and Inclusive Communication

Understanding and meeting each other’s needs is crucial for connection. Many employees had been with the organization for years, fostering a culture of openness and engagement. Listening, strengthening relationships, and learning from employees were central to the process.

Talent Development

Some employees wished to move to new departments, while others preferred to stay. We compiled a list of those staying and those leaving. For those staying, HR representatives discussed reorganization plans, scheduling meetings to ensure clear communication. An off- and onboarding plan was developed for all employees. With inclusive communication, we managed to mak sure all employees were always up to date and if needed there was a Single Point. of Contact (SPOC) for questions etc.

Change Management

Culture development at Ministery of Foreign Affairs is mostly change management. We created a comprehensive list of existing procedures and conducted a gap analysis to compare current and desired procedures. Every step of the way, stakeholders were informed of the results. By creating a safe environment, the project team gained acceptance, and the project plan was updated to include all procedures and implementation methods for the new work practices.
